the black ones were available from the manufacturer for the GTI only.
But the cars could be modified with chrome bumpers by the owners after purchase or it had already been done by the dealer just before delivery.

Is it possible to convert chrome bumpers into black metal bumpers or will this be easily noticeable to an expert eye?

Hello,
if you simply put black paint on it only, it may be so. But if you do "professional work" it will be o.k. for sure. I think, the basic bumpers are the same. You should do the best to remove the chrome as well as possible to get a better surface before painting them into black.
